No, not black, dark skinned white just like the majority of the other residents in district 12. The book stated Prim took after their mother, who was also blonde. Katniss should have looked like Alicia Vikander's Lara Croft but with grey eyes.

She's also supposed to be skinny, yet when people pointed out that Jennifer Lawrence was way too healthy looking to play her they got called bullies - even though it's true. Katniss and her family weren't as skinny as the others because they had Lady and her father taught her how to hunt before he died, but they were still skinny. Jennifer Lawrence looked like a district 1 resident. It was ridiculous.

The outrage came from stupid people swearing Rue was supposed to be white just because she reminded Katniss of Prim, even though in the book Katniss describes Rue as having dark brown skin and eyes. They were even mad about Thresh.
