I'm certain that the gamedesigners themselves do not understand how additive stats work

That's kinda bold of you to assume they don't understand that. My guess would be they didn't want to put multiplicative modifiers in the game yet cause it just released and it could have gone way too much out of hand in terms of balance. Which is kinda proved by how much damage a 2H weapon can roll compared to a staff / bow thanks to their huge flat damage rolls. If we had multiplicative modifiers right now 2H would deal millions of damage without even needing much investment and it would have some stuff way more unbalanced.

I'd wait out the first balance patch once bug fixes are done to say such things. Anyway adding multiplicative stuff without rebalancing weapons first would be utterly stupid.
