Short answer: Yes.

Longer: If you read that link, in the article he admits being a hypocrite/failure once becoming commercially successful, and continuing to just paint as a classic grafitti artist in an attempt to keep some dignity. He also admits that if there wasn't a promise of money in art, only stay at home moms and trust fund kids would be able to give the occupation a shot.

I get the sense he's poking fun of himself in Exit through the gift shop and agrees with you.

That all said, my impression of Banksy's opinions is he gives a fuck about the fact that some of the most talented artists alive are actually all tucked away in ad agencies because the really good money is in marketing rather than private commissions nowadays. That whole dynamic shifts the talent pool such that anybody putting out art uncensored and for its own sake is either lucky, insane, or untalented. Sort of a recognition of the economic reality in contrast to the old school concept of an artist.
