India plans to import tariff itself into solar manufacturing: launches anti-dumping probe for PV cells from China, Thailand, Vietnam

I mean, Chinese firms dumped extremely cheap PET plastics in India as well, do we just kill any semblance of local manufacturing for the larger country? Its quite obvious that Chinese manufacturers get heavy subsidies and state support for their product, and hence can get through with operations much quicker. Why would India kill its local PV cell industry while its in a stage of infancy? Wouldnt it make more sense to make the cell imports more expensive so international manufacturers eventually decide to make the cells inside india? IIRC this was the same strategy they used for mobile phone manufacturing, increasing duties on fully imported phones, starting with assembly and slowly taxing batteries and the like. Isnt this just the same thing but with Solar Panels?
