Well, Pakistan is building nuclear weapons at a faster rate than any other nation by a large margin. They also are really interested in tactical nuclear weapons, meaning they are looking at nukes that can be used in a battlefield scenario - think small yield, short range, easily transportable nuclear weapons. They have also revealed that they once asked the Taliban if they would be willing to take some of their nuclear weapons and hide them in Afghanistan. The Taliban obviously said yes, but apparently the Pakistani military changed its mind. India isn't much better when it comes to nuclear self-control. They really bend the rules with testing, allowing them to constantly stoke the fires with Pakistan and threaten them with nuclear destruction.
