There's an issue with the same folks dealing with service people in the states. Mostly immigrants but often also born or very long time resident here.

Excessive special demands and changes constantly, showing up late and being cheap about the interaction including tipping a fraction of what other people are in restaurants. These are often people wearing Rolexes who brag about their lifestyle and who attended prestigious universities or who work in the states and who then basically stiff if it's a tipping situation or try to haggle an unreasonable discount for some reason.

These are people who speak perfect English and who live here. There's no way that they don't understand what they're doing.
