To Those who say i need to form the Netherlands, I need my 100 absolution. Two things I hated about playing as a republic was that 50 was probably the maximum absolution and you could not go revolutionary. Losing all the hre vassals are also not a bad thing because i plan to only keep Charlemagne's empire boarder. The Baltic vassal will be known as the imperial north, the one in Carpathia just good old Hungary, and the Balkans Albania for Skanderbeg. I think this is much better because vassal swarms are like the Austrian Empire in WW1, a big mess. They attack the Ottoman troops 10k at the time and its just painful to see. Having fewer vassals mean larger armies that are a single unit and not held together because they just happen to be besieging the same province.
