Inquiring about potential scammer that I have seen around Durham twice now

Dunno if I'd call it a scam persay, I usually refer to it as panhandling disguised behind elaborate fiction. Need to come up with a better name for it. I've given money to panhandlers but will usually tell these ones off because they're either in parking lots being creepy or harassing people at the door of stores. The pump is an interesting twist on the story but they usually try to represent themselves as pastors hard on their luck. As an atheist, that's rather bemusing. I've also had people tell me stories about how they need money for the bus fair (in Chapel Hill).

I mean, I get it. They're hard on their luck and those who do panhandling honestly are constantly shit on. So disguising it behind a story makes a certain amount of sense.
