The political situation in France might be bizarre but it's certainly way better than in Singapore which pretty much is an illiberal democracy. In 2018, Singapore was ranked 151st by Reporters Without Borders in the Worldwide Press Freedom Index. U.S.-based Freedom in the World scored Singapore 3 out of 7 for "political freedom", and 3 out of 7 for "civil liberties" (where 1 is the "most free"), with an overall ranking of "partly free" for the year 2015.

As for extremely developed, there's too much inequality to mention Singapore as a candidate of the most advanced society and economy as you did. Its Gini coefficient isn't exactly matching with other major developed economies. It's more similar to countries such as Qatar, Dubai or UAE, rich with however poor social/democratic standards, which consequently aren't exactly models of highly functional and liberal democracies and economies.
