Invoking distaste towards the political council among players, but not NPCs.

It's very easy to paint enemies of the state as inferior or barbaric. The Mages propoganda might refer to certain behaviours as repugnant (brawling, excessive drinking, but also questioning the Mages or breaking certain laws the Mages have made up) and the commoners fight among each other to prove they don't belong to that inferior group of rebels/discontents/whatever.

The Mages can display their amazing feats as signs of their societies superiority. Sure, we stone peasants for not bowing low enough, but at least we're not like that other country that doesn't even have magical trains. The commoners might say things like "capital punishment is the price you pay for civilization" and things like that
