Ion is the spokesperson for Blizzard. Yes, he might not personally be responsible for the mess that BFA is in but Blizzard as a whole is.

The fact that the game is in an unfinished state right now isn't down to something abstract such as "life is complicated" either, it's down to Blizzard deciding to release the expansion long before it's finished, presumably for monetary reasons.

Ultimately, the bottom line is that a) Blizzard failed to finish their product before release and b) their spokesperson now isn't giving any concrete details on how/when they'll be able to do so either. In any other context, such an occurrence could easily destroy the company, but somehow people have started accepting that games are deliberately released in an unfinished state.
