It actually is his responsibility considering he is the president of the United States. His failure to act in Syria by not arming the moderate syrian rebels(against the advise of his SecDec, Secstat, CIA chief, and ambassador Ford(US ambassador to Syria) lead to the empowerment of Daesh after they were decimated after the Iraq war. His top advisers told him multiple times that if he didn't provide support to the rebels that extremist elements would become more powerful, and that is exactly what happened.

That is just factually incorrect. Not only did the President and administration know about Daesh way before the Takeover of Mosul, but they were warned by Kurdish intelligence officials 6 months before Mosul that Daesh was prepping to make moves.

The Agreement to pull out troops from Iraq was signed by George W. Bush in 2008 and Obama complied especially with support from a Republican congress.

That is true, but when your the president of the United States, you have to change your campaign promises(pull all the troops out) to reflect realities on the ground. He should have listened to the advice of his Military and left troops there.

Thankfully he changed his mind about Afghanistan and changed his order and now they keeping troops there.

I agree that Bush is incompetent, but once the US invaded these countries, that is what it is. The US was there, like it not, they have to deal with it. Not create a bigger mess so you can fullfill campaign promises.
