The illusive or coerced support groups and/or resources the previous leader relied on still exists, what remains is the need for another leader. What remains is for a group to reorganize. The fight is never ending (like dealing with regressives).

Barring better info, you will see multiple spin-offs of ISIS and an uptick in offensive strikes is not unexpected. They lost territory, not support and resources.
