ISIS Is Regaining Strength in Iraq and Syria

One significant indicator that points to the Islamic State’s resurgence is the amount of ordnance dropped by American aircraft in Iraq and Syria in recent months. In June, American warplanes dropped 135 bombs and missiles, more than double what they had in May, according to Air Force data.

In regards to anti-terrorism/counter insurgency efforts, have you ever heard about the "whack-a-mole" tendency?

Whenever you decapitate the leadership from any slightly significant group, or debilitate them, a vacuum always appears. The illusive or coerced support groups and/or resources the previous leader relied on still exists, what remains is the need for another leader. What remains is for a group to reorganize. The fight is never ending (like dealing with regressives).

Barring better info, you will see multiple spin-offs of ISIS and an uptick in offensive strikes is not unexpected. They lost territory, not support and resources.

You have to send a message that certain continued efforts is a death sentence. Intelligence driven strikes will likely continue to increase.
