Why isn't performance enough to keep working from home?

Good points and food for thought.

It's easy to think about what's good for us, as individuals, but there's a larger team to consider. I worry about younger staff who are new and who are getting quite a different onboarding right now, than what anyone had expected even just a few short months ago.

I can only speak for myself, as a more experienced employee, and it's going ok for me. I am in a larger department and I was used to regularly working with staff in other buildings and even cities, for years (decades). I communicated routinely with the same people for years without ever meeting them. Remote working isn't new, but to have so many staff teleworking at once, this is a shift.

I think every department, and areas within departments, might have a different reality to deal with. Some have to deal with types of work that require more in-person time, whereas others don't. This isn't just one big shift, at the end of the day, in my opinion. It's a lot of transition that will unfold differently for a lot of different organizations, around the world, not just here. At least it isn't radical anymore to even mention the topic, that might have some positive discussion as a result.
