Why isn't there a Reading Week October 2016?

So as a former ASSU exec who helped administer the referendum, I actually know the answer to this. It's a little bit more than that the schedule had been set.

Shortly after the referendum passed, our exec met with the university administration to present the results work on an implementation timeline. We did discuss 2016-2017, but this was quickly ruled out because labour day is super late again - were the Faculty to implement the reading week this year, it would have caused massive problems with scheduling the semester (particularly exams and frosh week at the book-ends of the semester). This year because of the late labour day, the Faculty had to implement Saturday exams, which is a problem for many students, notably Jewish students and commuters. The Faculty will have to do it again next year from my understanding even without the reading week, so you can imagine the scheduling nightmare it would create to try to fit that extra week in when you're so constrained by the late labour day, you have to fit in a certain amount of teaching for the semester, and there's no room to play with the exam schedule since we're already doing Saturday exams (for the record, the Faculty doesn't intend to stick with this long-term, as they recognize it's an issue not just for commuters and Jewish students but for the mental wellness of students, but the late labour day left no options from what we were told).

I also understood from those meetings with the Dean and admin that they wanted to ease the transition for the colleges, as well as for students leaders - what I mean by that is that the rest of the ASSU exec was really concerned that student leaders wouldn't like having to cut time out of frosh week (which would have been the only plausible way to implement a reading week for 2016-2017). I don't really agree with this school of thought (I originally came from engineering, where we had frosh weeks where the last few days also had classes running, and I think that system was perfectly fine and didn't compromise frosh week), but it is what it is I guess. Anyways, just wanted to elaborate on what was already said, because it was ASSU that took the lead on the referendum and the reading week campaign and being that I was in those meetings and involved with that process, I'm happy to clear up why there won't be a reading week for 2016.
