I’ve watched this a few times and I realised that Ivanka thinks Mrs May is actually addressing (and praising) her - instead of continuing her conversation with Mr Macron.

May: "as soon as you touch on that economic aspect of it... a lot of people start listening who wouldn't otherwise listen."

What Ivanka hears is:

May: "as soon as YOU (Ivanka) start speaking... a lot of people start listening who wouldn't otherwise listen.”

Ivanka’s reaction and out of place reply make more sense here - she’s so pleased to talk about defence being so male dominated, that she does a little bounce at the end.
