Unless I'm mistaken you foreigners are expected to have b2 level fluency for new citizen. This is considered a bit low by many people but the thought process is basically that you can perform most menial work and barrell through your day understanding most of what you would say at a grocery store.

If you cant read a novel in the language they probably wont like it as, again, for people not born in the EU obtaining b2 cert from alliance français is mandatory. There may be other certifying organizations that are accepted but even getting to the point where you have that cert you're going to meet and talk to people who will say things you dont know or understand. You're going to be very lonely if you're not willing to spend time learning the language.
