Since I know you're not going to read those two pdf documents, the whole reason for passing the bill is to regulate electric guns. Hawaii did not need to pass a law to make electric guns legal. If that's all Hawaii wanted to do, Hawaii could have just settled the Roberts v. Ballard case.

The reason for the law is to ensure that electric guns are regulated in Hawaii. "The passage of this bill is necessary to ensure public safety, because without it, if Hawaii’s electric gun ban is invalidated by the courts, the purchase, possession, and use of electric guns by the public will not be regulated or controlled in any manner."
