Japan 5 city mega-complex, which took so much planning

The bonuses (colored numbers shown) for districts are different for basically every district. Generally, industrial zones (orange) want to be near resources and infrastructure like dams and aqueducts(greens), whereas commercial hubs (yellow) want to be near harbors and rivers. You want to put campuses (blue) next to mountains and geothermal fissures, but the mountains also compete for spots with holy sites (white), who also like woods. Theatre squares (purple) are usually the hardest to get a bonus much higher than 4 on, of which he has 2 +11’s, 2 +8’s and a +6! With normal planning you can expect to get a +3 on most districts, a +4/+5 is good/great for the ones that matter the most to you. What this absolute legend has done here is leverage Japan’s unique special rule where districts clustered togeather receive additional benefits, and take it to the max.
