I meant, just submit the Form 4 with only yourself as the responsible person. After it's approved, you can add anyone you want as a responsible person without notifying the ATF. Obviously if you use that trust again in a future submission and the newly added responsible persons are still listed, they will have to fill out the appropriate form, etc.

"Once an application has been approved, no documentation is required to be submitted to ATF when a new responsible person is added to a trust or legal entity. However, should a responsible person change after the application has been submitted, but before it is approved, the applicant or transferee must contact the NFA Branch for guidance."
