How bad is my hair thinning? It looks really bad and I'm not sure what to do.

I'm currently 23 years old and first noticed it about a year ago but I'm sure it had been going for longer than that. It's been hard to really gauge with my curly hair and the length of it so I've been debating shaving it down to really see how bad it is.

As you can see in the pictures when it's wet and down/hanging it looks much worse than when it's dry(ish) and curly. I plan to eventually see a dermatologist about it but as it stands right now I need to do something about it. The curliness hides it, but it's so thin that some wind, rain or any sudden movements can ruin my hairs day.

Will I regret shaving it down shorter right now? Is it better to keep it lengthy so it continues to curl? I just don't know what to do and it's constantly on my mind when I'm getting ready every morning and when I'm out in public.
