Gonna try to explain it to you differently:

You have a private bathroom where your toilet paper only is used by you. When you’re not in the bathroom, nobody else uses your toilet paper. You might use the bathroom 1-5 times a day but it’s consistent over time and you can easily forecast the supply and demand of toilet paper. If a toilet paper roll has 100 sheets you use 100 of them.

In a dorm, the bathroom is shared by multiple people and that means the number of people that are using the toilet paper per day is more than just you. In this example, let’s say there’s 10 people who live in the dorm for every toilet. The same roll of toilet paper that you bought is now used by all of those people and you have access to 10 sheets of the 100 you bought. Toilet paper is used on a first come, first served basis so you may get more but it is more likely that you will get less than 10 sheets of the roll. The frequency in which the toilet paper is low or out of stock increases 10x.

A dorm setting, which is clearly something you’ve never considered or contemplated, is very different than your situation. I’m only explaining this because you could benefit from understanding that other peoples experiences aren’t wrong if they’re different than yours. The world is a big and lovely variety of circumstances and situations - please remember that.
