Justin Trudeau's hilariously low bar for declaring Canada isn't 'broken'

They want the tax $. Blunt import of tax payers without thinking outside the box. Here's a very small example: At my mom's senior home, they have immigrants serving the seniors that are fresh new to this country (weeks). Why not pay a bit higher pay for this position and attract a Canadian? Or, have volunteers from various schools serve the food? The immigrants don't know English well and serve the food with a blank stare and do not engage in conversation. These seniors who get 1 meal a day are starving for conversation. Instead of a fresh low skilled immigrant who cannot strike a conversation, why not a volunteer from a local school who they can actually converse with? Oh, this doesn't produce tax dollars, ah. It's all numbers based and the quality of care isn't considered at all.
