I think it's just poor booking. Kaliso beat ADR like 3 times before Fastlane, all ADR had was that one win on Smackdown, and he didn't even win clean.

So now Kalisto has the title, creative's mindset should have been "What kind of interesting feud can we involve him in". Instead, they just treat him like an afterthought. It's like someone reminds the entire creative team 5 minutes before Raw that Kalisto is champ, and they haphazardly try to throw him in a match. There's absolutely no proper booking like there was when Cena was champion. Then management will blame Kalisto for not drawing or being a poor champion, WHEN IT'S MANAGEMENT'S FAULT FOR NOT GIVING HIM ANYTHING TO DO.

There was absolutely no need to see Kalisto vs ADR for like the 6th time at Fastlane. Sin Cara could have come back before Fastlane, turned heel, and set up that feud for Fastlane. Kalisto most likely won't be getting a WM match, so that would have been great feud for him to be part of prior.

It baffles me how creative is this horrible. I've read there's about 20 guys on creative, and yet they only seem to be able to book 4 guys at a time. First of all, there's absolutely no way 20 guys are able to give their input regarding the Reigns vs HHH storyline; at most it's like 3 guys, Vince and Steph deciding what's going on. The other guys should be assigned roles like "You 3 work on the IC title picture, you 4 on the tag team, you 3 on the US title". With 20 guys on creative and if you split them so they focus on specific storylines, there's absolutely no way a champion can't be booked properly. It's just so frustrating watching this product sometimes, Kalisto is a great wrestler, but his title reign is going to be forgetful all because creative couldn't bother to book him.
