Have you never heard of the Civil Rights Act of 1964 or the Voting Rights Act of 1965, both which had provisions to ban the use of “literacy tests” to determine eligibility to vote or run for office because of the extensive use of such tests to disenfranchise minorities? You think white politicians were trying to bar minorities from voting just for fun? No, they were doing it because they hated and feared enfranchised minorities.
