While true that in America, being recorded in public is not protected in most jurisdictions (I am aware that some areas prohibit recording), most civilized countries have privacy laws akin to the UAE. For example, Germany has two-party consent laws for videography everywhere (even in private). As for dashcams specifically, many European countries ban them or heavily penalize their use, including Austria, Belgium, France, Luxembourg, Portugal. You shouldn't project your ideals onto the rest of the world, especially in cases of gray areas such as privacy laws which have legitimate reasons to exist.
