You brought up the tax circumvention.

It can still be illegal for your parents to rent an apartment when they don’t live there. A lot of Western European and Nordic countries do this btw, I’m not talking out of my ass. And they are probably the most livable countries in the world. It’s not a bad thing to aspire to have that tag.

The tax is supposed to be the profitable exercise. You keep an apartment empty and if the tax is high enough for you, then you will rent the apartment. That’s the whole point. Or in your example you do something illegal. We have courts for that.

Also, sure there are some cases of people not wanting to rent out for fear of damage. But really what is the percentage? Everyone I know who owns an apartment that they don’t live in, has rented it out. And they do it because they are not rich enough to forego the 20k they are getting.
