Can you point out countries that cannot? All cultures have a non-meat dish, in China being vegetarianism is a thing (it's not called being vegan though) with some ethnic groups (I'm from one of those). Southeast Asia eats pretty much a shitton of veggies and some people eat exclusively veggies. I don't know about Central/North/South Africa but I have learned a lot of staple dishes in the north don't have meat. Central Asia, mediterranian cuisine has A LOT of veggies. I don't know about South America, though.
Just saying that anyone can be a vegetarian, maybe not the same as vegan but I believe it helps the same, not everyone has to buy that mega expensive Trader Joes vegan meal to help the world.
