Ikea actually sells excellent kitchens. You might not get top of the line designs, but as a budget solution, they are quite a bit better than the cheap options from other companies. I tore down a Kvik kitchen and that was terrible quality and I got an offer for the cheapest HTH kitchen, that was way more expensive than Ikea, and still not as good.
I built a 17m2 kitchen from Ikea a few years ago. I think it came out to 38.000 but that included custom countertop, sink, faucet, cook top and fridge.
I went for a bit more expensive solution with a lot of drawers instead of cupboards.
If you need plumbing done, then expect at least 1000 kr. pr. hour of work.
