I mean we think. While this would make a great deal of sense if the servers ran that way, I haven't seen anything suggesting they do. That said, could just be that I haven't seen it, what with my twitter aversion.

The thing to take into account is although it would make sense that way, jagex never do things the way that makes sense.

Also, my guess would be that to get a "complete load" so as not to disconnect you would have toget 100% load of the area you are in, including all the players so even if the server was clever enough to prioritize popular areas at somewhere as packed as Wintertodt, that wont make as much of a difference due to the (comparitively) large amount of data to be loaded.
