The main limitations with doctoral programs in Canada is if you are a domestic or international student because spots are limited for the latter. If you want to know how well a Master’s program sets people up for a PhD, look at (1) where the graduates of these programs go and (2) the profiles of current graduate students in programs you want to attend.

Institutional prestige matters, your advisor matters more (in terms of them actually investing in your development), and while there are certainly regional biases for program admissions (e.g., Canadian and US programs being more familiar with other Canadian / US programs etc), actually check out where students are being placed / recruited from.
