That’s exactly my point. If you can’t provide legal guarantees that people won’t be persecuted based on their orientation, then simply telling people they will be safe and welcome “because i say so” isn’t enough.

That’s why the universal declaration of human rights was signed in 1948 by all UN Member States: to ensure legal guarantees are established for the protection of fundamental human rights. Qatar was a signatory to this Declaration—and is thus is obligated under international law to establish such legal frameworks.
