In Getty's instance, by them saying if you are unvaccinated but have proof of a negative test, you can still come in but wear a mask, its clear they are implying that an unvaccinated person could transmit covid at a higher rate than a "fully vaccinated" person.
Otherwise they would just say if you are unvaccinated, you must wear a mask to protect yourself. Proof of a negative covid test is moot. You are trying to prevent them from getting it, not spread it.
