Yeah, this exactly.

Imagine you heard of some country where every single road had cameras set up to record your license plate and automatically charge you a toll for using that street. Imagine that maintaining this toll system was so expensive in itself that the taxes supporting the roads were the same or more as in countries with similar quality roads - it's just that citizens have to pay this toll every time they drive anywhere on top of that.

Now imagine every time you remark that this seems kind of crazy and that in your country you can drive on most roads for free, some guy inevitably turns up to point out that it's not actually free, it's a burden on hard-working taxpayers, if you're going to be this careless with your language then certainly your argument is without merit
