Yes you are correct, but according to my understanding, at least in the case of ECHR or UK legislation there can be entrapment where information obtained by a civilian organisation is subsequently used by law enforcement to convict someone. If that were not the case then law enforcement could convict people based on information obtained by private parties engaging in entrapment behaviour without the defendant being able to raise the issue of entrapment. Which as you can imagine, would be problematic. Then shows like NBC could engage in entrapment behaviour and police could just convict based on that information. Keep in mind that the entrapment defense, while it is broader in scope in Europe, does not pertain to only forcing someone to commit an offence but rather also pertains to the broader issue of incitement to commit crime.
