Lawsuit: Frankfort man seeking medical help sent to jail instead

This is SO scary. I don't have a degree in medicine, but if someone was walking around speaking incoherently, I would be thinking something along the lines of seizure, stroke, severe metabolic issue, etc. Also, I worked at a rehab facility a long time ago and I live in a city with a big heroin problem. If people OD, they usually don't walk around like he was in the video. Generally, they're not responsive at all (hence, why it's an OD). I suppose that's not always the case, but I'd say he'd be more likely to be drunk and not making sense rather than on heroin. Even with that, there are SO many medical reasons a person could be walking around and speaking incoherently that aren't heroin.
