We have similar issues with our mail girl (she's like 20 and about 400 lbs). She refuses to deliver mail in anything but bright sunshine. Rain, snow, hail, etc...she won't deliver. It snows here about 8 months of the year. She refuses to get out of her car and walk 10 steps to the mailbox or our door. So, instead of delivering even letters...she has started putting those "needs to be plowed" things in our mailbox randomly, and holding out mail in town for weeks on end. We don't need to plow, she is just that lazy. We live in a small town, and found out recently she does the same shit to our neighbors.

We did try to complain about her, and how she only delivers to places where she doesn't need to get out of her car. We were told basically to STFU, even though we have video and photographic evidence of her bullshit. She absolutely hates us now, and we cannot get ANY mail during the winter EVER. Not since we complained.

So, if you are in a similar area...I don't recommend complaining. It could totally bite you in the ass.
