Distinguish when he's speaking to the Jews and when he's speaking to both Jew and Gentile. If you were to read a little further in what you quoted, Mat 5:20 says "For I tell you that unless your righteousness surpasses that of the Pharisees and the teachers of the law, you will certainly not enter the kingdom of heaven." Jesus emphasized that the law wasn't a head-game, but one of the heart.
