In a technocracy, everyone has a stake and everyone has the power to gain a stake through education and experience.

Blacklivesmatter stages a protest. The protest turns into a riot. Roads are blocked, stores looted, white bystanders are beat up enough that they have to go to the hospital. The next day, a gunman shoots three police officers. What do you (or the Trump of your imagination) do in the short term to restore order?

If a road is blocked, police in riot gear arrest everyone blocking the road and charge them accordingly. Everyone stays in jail at least 24 hours as a cooldown. (you can do this under the current system without breaking laws)

If stores are looted or bystanders are being beaten it gets classified as a riot and anyone arrested should be charged with felony rioting and held.

If a gunman shoots police officers that situation is dealt with as it usually is.

It's not hard or complicated to restore order, it just requires a desire to do so. That's what has Trump voters so pissed off. We've never had issues like this until now.

What do you do in the long-term to make sure riots and murders like these don't happen again?

By harshly pursuing those that break the law early and often, people will fear the consequences and not make these mistakes. Rioters are not protesters and protesters are not rioters. There's no reason to wear kid gloves with rioters.
