Legal question: what happens if a restaurant or a kiosk vendor gives you the wrong thing and then demands payment and you refuse to pay?

I read online that the telecomms do not refund purchases. I don't know whether that applies to customers or includes them and the kiosk loadup stations.

I didn't know that at the time when this happened. It seems weird that there's no system in place to cancel wrong loadups. But when Googling on the internet I never come across a case like mine: asking for one thing but they force another thing on me I didn't want nor confirm.

When I look up articles of theft in Philippines it's referring to locals stealing physical items (or literally robbing a cashier till) and foreigners doing stuff like walking out of a store with a flat screen TV without paying. No cases regarding telecom loadup issues.
