Leo Messi disallowed handball goal vs Napoli 33'

It's a terrible implementation currently. The ball touches a players arm, referee says no handball because it's a close range deflection and their arm was close to their body, the player carries on because they know it wasn't a handball, the player puts in a cross and a teammate scores

And now the goal is disallowed for a handball that everyone, including the referee, agreed wasn't a handball.

What are you supposed to do in that situation? The ball touches your arm, it's not handball, but you know that if your team scores it gets disallowed. What the hell do you do? Blast it at an opponent and hope for a throw in to reset the player? I guess that so far players have just hoped that VAR will make a mistake, but soon you'll see players making bizarre decisions because of a handball rule that changes depending on whether or not a goal is scored.

And on top of that, accidental handball that's normally fine leads to a goal? FOUL! The exact same handball denies a tap in? No penalty.
