16???? Wow. Some years ago in a prior career, I did insurance and inspections for apartment complexes. It was an annual review where I walked the property and inspected a handful of random units. There was a LOT of paperwork and one of the elements was about accidents, damages, insurance claims and pending litigation. This included known damage and police reports. If a complex disclosed SIXTEEN vehicle accidents like that in one year, I'd be on the phone with my boss immediately and would spend the next week there interviewing the residents about each event, and I'd likely have to wait for a client rep to join me. What a nightmare. If they had disclosed TWO similar events in a year that would be a red flag and safety issue. 16???? That would end up in potential red-tagging the entire complex until it was deemed safe.

Of course, I would have noted the parking and lack of barrier situation on prior inspections so that the insurer (or whoever sent me) knew. More often than not, when I called for my appointment, they HATED me coming because they knew after I left, they'd get notices to repair under threat of losing their coverage... or for the affordable housing properties, their certifications.
