Level 30 players should not be placed into games with new players

You're right that jinx could be someone used to balance a different duo's mmr, but then you can just look at the 2nd option I outlined where there are two duos (just like in the op's hypothetical). Although a game where it's a race between two level 30 players to carry harder might not be an enjoyable experience for the players who are constantly being farmed, there is nothing inherently unfair about this scenario. The game is never "over before it begins" like you said, because it would still be reliant on who gets a bigger advantage out of their lane and who better translates this advantage into a win. Just like I said in my original reply,

this scenario actually would only exist if there is another imbalance in skill elsewhere on the map that makes up for the discrepancy.

Having two discrepancies in skill in the game may not be the most ideal scenario, but sometimes it's unavoidable if two players who are not the same skill level play together, and it is definitely not unfair in a wholistic sense when you look at all 5 roles, because the advantage from one matchup is counter-balanced elsewhere on the map. The same thing happens when I play with my silver and bronze friends too; if I don't feed off of gold players then my low elo friends will feed to the golds and we will lose. Do I enjoy pubstomping people in normals and make them feel bad? When it's extremely easy, I actually don't. It's fucking boring. However, I don't want to lose every single game that I play with my friends either, so I'm put in a position where either I have to abuse the fact that I'm better than my lane opponent to win, or I just wait for my other opponents to abuse the fact that they're better than my teammates and lose. Additionally, all my gold opponents are put in this same position, but they're wondering whether it's mean to feed off of bronzes.

This problem that you've brought up isn't unique to the scenario of a level 30 and a new player; it happens any time there's a skill discrepancy in a team, no matter how big. If the skill discrepancy is smaller, then the effects are just observed to a lesser degree.
