I have a bunch of friends that have only ever played one account since launch. They're gold or even plat borders and almost none of them are higher than gold. There are a few in bronze and they belong there. This game is old and if you've only been playing a few games a week or something for five years then your level is going to be WAY up there and your skill might not reflect that.

I don't care if you have to bump them up where they "don't belong"

I'm convinced that the game doesn't even try balancing anything other than SR, which we all know means jack shit between bronze and low gold.

I don't agree with either point in the second quote but are you suggesting you bump up shitty bronze players to...plat? diamond? That is a really bad idea lol
