Liberals say they are looking at ways to provide minimum income to all Canadians

You have two options:

Tax to get the money you need. Great the problem is the taxes you would have to charge people would be prohibitive and drive people and business out of the country or provide a disincentive to work, spend etc. thus decreasing your taxes as time goes on. Basic cause and effect.

This sort of thing is why economists recommend not focusing on corporate taxes as corporations adjust their policy so higher taxes generally don't equally higher revenues.

With out the taxes needed you can't pay for this.

Now what? You could print more money and then give it away... however we all know how that goes.

So the question always comes back to: where are you going to get the money? There isn't enough money here to fund this program and pay for things like health care.
