In light of Blizzard & HotS, what responsibility falls on Riot (if any) to LoL eSports personnel?

If league wasn't so popular in China and Korea, LCS would definitely be in a similar place as HotS. Because there is such a huge interest throughout Asia, there is always going to be spillover back into the west. Beyond that, Riot has taken steps to keep their game in the spotlight with their League Partner program. As a result, LoL is still a top 2 game on Twitch and is even clawing its way back over Fortnite again. By contrast HotS never got much if any viewership/traction on any streaming platform. There were never any HotS highlight channels. And there never was any major interest in the game internationally (i.e. China).

I honestly can't think of a single time I've seen a League of Legends commercial.

Then maybe you should turn off your ad blocker... In this past year, Rito has put out several League of legends commercials that have popped up in digital media advertisements on Twitch and Youtube and in several google sense advertisement banners.
