Lithuania celebrates independance

You're right in the sense that it restored Lithuania as a country, but it is also a declaration of independence. It could be taken as you will. I'm leaning more towards independence, as the restored state was absolutely different than what previously existed 120 years prior.

On February 16th, 1918, Vilnius was not occupied by anyone. It was Lithuanian. You're baiting into saying German forces, but part of the agreement during the Vilnius conference was exactly the fact that the Germans would no longer be occupying Lithuania. Troops would be stationed, but not occupying.

It's like saying Lithuania wasn't independent in 1990, because soviet troops were still stationed there until 1993.
