Yeah, a tiny percentage of former Soviet loyalists who replaced the Ukrainians living there after they were killed in the Holodomor. They can go to Russia if they want, but unfortunately they can’t win an election in Ukraine because a huge majority of Ukrainians have experienced hell under Russian influence and realize that the same thing would happen—and is happening in places like Belarus, where the people have no economic opportunity and no right to do anything about it. Ukraine is a democracy and the people have repeatedly made it clear that they want to align with the US because they’ve learned time and again that aligning with Russia merely brings suffering while Western-aligned Europe comparatively thrives. There was no CIA or US involvement in the Euromaidan—there was, instead, involvement from the people, who were furious that their leader turned to Russia. Russia then seized Crimea and made puppet states in Donetsk and Luhansk, and since then pro-Russian parties no longer have a chance, partly because most of their supporters weren’t really under Ukraine’s control but mostly because people didn’t actually like when Russia pretended to own Ukraine.
