On Endo... I think the touch is as he first moves foot to the edge and not the subsequent movements as he teeters on the ring. It's so close that the difference between touching/not-touching is imperceptible so given the judge is in the perfect position, staring at the feet only 0.6 meters away, I would accept the call.
The suss thing however is that the Judge does not react immediately. He only raises his arm, after Okinomi raises his arm which gives me a strong feeling it was almost involuntary mirror reaction instead of a genuine call.
