They should create better art, or do something that people want to pay money for

Unfortunately you can't have it both ways. The artists should be paid for their work(s) and that means the people.enjoying it have to pay, either directly or through their taxes.

What the fuck is your practical approach to making this happen? Seriously, if you had executive powers on a federal level what would be your rules here?

Money doesn't just happen either, people have to be motivated to pay with their money that they worked for to receive something (seemingly) of equal or greater value.
